Vapes are legal for adults in the Philippines. Republic Act No. 11900 of 2022 regulates them rather than banning them, according to the Campaign for Tobacco-Free Kids legal database.

We couldn't find an official limit on how much vaping gear visitors may bring in. Check with the Bureau of Customs or the Philippine embassy if you plan to carry a large supply.

Safety Guidelines for Carrying Vape Pens on Flights

Airlines allow vapes in your carry-on bag or on your person, never in checked luggage.

Spare lithium batteries must also stay in the cabin, with the terminals covered so they can't short-circuit.

You can't vape or charge your device on the plane. The FAA says these rules are the same on domestic and international flights.

At US airports, e-liquid bottles in your carry-on must be 3.4 ounces (100 ml) or less and fit in your quart-sized liquids bag.

Check the liquids rule at every airport on your route, including the one you fly home from.

If you'd rather not fly with your vape, adults 18 and older can buy vapes in the Philippines, from products registered with the Department of Trade and Industry.

Are Vape Pens Illegal in Philippines?

Criminalization of Vape Pens

No. Vapes are not criminalized for adults. Republic Act No. 11900 bans selling e-cigarettes to anyone under 18 and caps nicotine at 65 mg/ml.

Cannabis is a different matter. The UK government warns that drug penalties in the Philippines are severe, and possessing even a small amount of an illegal drug brings a mandatory prison sentence. Never bring THC vapes.

Enforcement Efforts

The law bans vaping in specific public places, including schools, playgrounds, hospitals and health centers, churches, government buildings, elevators, gas stations and food preparation areas.

Other public places, workplaces and public transport may set up designated vaping areas. Follow the signs.

Regulatory Measures

Manufacturers and importers must register e-cigarettes and e-liquids with the Department of Trade and Industry before sale.

The law also bans sales within 100 meters of schools, playgrounds and other places frequented by minors.

Vape batteries can catch fire if damaged or short-circuited, so follow these steps:

• Check your airline's policy. Some airlines limit how many vaping devices you can carry.
• Pack your vape in your carry-on bag, never in checked luggage, and switch it off or lock it.
• Keep spare batteries in a battery case in your carry-on, with the terminals covered.
• Don't vape or charge your device during the flight.

If your carry-on is checked at the gate, take your vape and spare batteries out first.
