Can You Fly With a Vape Pen To China?

Airline Regulations

Yes, airlines allow vape pens, but only in your carry-on bag or on your person. They are never allowed in checked luggage.

These rules come from international aviation safety standards on lithium batteries, so they apply on flights to and within China too. The FAA notes that the same rules apply on domestic and international flights.

You can't vape or charge your device on the plane. Check your airline's limit on how many devices you can carry.

Transporting Devices Through Customs

Mainland China allows e-cigarettes, but its customs rules on personal items can change. Bring only what you need for personal use, in original packaging, and declare anything you are unsure about.

Hong Kong is different. It bans bringing vapes in at all (see below), so don't land in Hong Kong with one.

Vaping Laws In China

Vaping is not illegal in mainland China. Since 2022, e-cigarettes have been regulated under China's tobacco monopoly system.

Sales are legal for adults through licensed retailers, but flavored products other than tobacco flavor are banned, and online sales are not allowed.

Many Chinese cities also ban vaping in indoor public places, so follow local signs.

Are Vape Pens Illegal in China?

Vape Pen Legality in Mainland China

No. Mainland China's Administrative Measures for E-cigarette Management took effect on May 1, 2022.

According to the Campaign for Tobacco-Free Kids' summary, the rules allow e-cigarette sales with a minimum sales age and require retailers to be licensed.

They also ban flavors other than tobacco, sales near certain schools, and sales through vending machines and the internet.

China's Law on the Protection of Minors bans smoking, including e-cigarettes, in schools and other public places where minors gather. Many cities go further and ban vaping in indoor public places, workplaces and public transport.

Vape Pen Legality in Hong Kong

Hong Kong is much stricter. Since April 30, 2022, it has banned the import, sale, manufacture and commercial possession of e-cigarettes and other "alternative smoking products."

The ban on import includes travelers' bags, even for personal use. The Hong Kong government says travelers bringing these products in must declare them, and only passengers transiting the airport without passing immigration are exempt.

Hong Kong's Community Legal Information Centre lists a maximum penalty of a HK$2,000,000 fine and 7 years in prison for illegal import. Since April 30, 2026, possessing specified products such as capsules and heat sticks in a public place is also an offense.

Conclusion

Mainland China allows vaping for adults under strict national rules, while Hong Kong bans importing vapes altogether. If your trip includes Hong Kong, leave your vape at home or keep it airside while in transit.

Never bring cannabis or THC products into China. Its drug laws are very strict.

Tips for Bringing a Vape Pen on a Plane

1. Always Check Regulations Before Flying

Check your airline's rules and the laws of every place you will land, including stopovers. Hong Kong's import ban is the clearest example of why this matters.

2. Pack Properly

Keep your vape and spare batteries in your carry-on, with the batteries in a case so the terminals can't short circuit.

E-liquid in your carry-on must be in bottles of 3.4 ounces (100 milliliters) or less, in your quart-sized liquids bag.

3. Follow Security Guidelines

The TSA allows vapes in carry-on bags only. Never hide a vape or spare batteries in checked luggage, because they are a fire risk in the hold.

• Be prepared for additional screening upon arrival.
• Keep your vape switched off and don't use or charge it on board.
