Travel Restrictions

Mexico has strict vape laws. A decree published in the Diario Oficial de la Federación on January 15, 2026 bans importing, exporting, selling, distributing and commercially transporting e-cigarettes and vapes, including disposables.

The ban took effect the next day. Violations can bring one to eight years in prison plus fines.

The law exempts personal use and possession that isn't for those purposes. It is not clear that a vape in your luggage counts as personal possession rather than an import, so the safe choice is to leave it at home.

Mexico also has strict drug laws. Never bring cannabis, THC or CBD vape products.

Carrying On vs Checking Luggage

On any trip where you do fly with a vape, it must go in your carry-on bag or on your person, never in checked luggage.

The FAA says vapes must stay in the cabin and must never be used or charged on the aircraft.

E-liquid is allowed in your carry-on in bottles of 3.4 ounces (100 milliliters) or less, packed in your liquids bag.

Security Screenings

Security officers decide what goes through the checkpoint. In Mexico, health authorities can also seize vapes under the new law.

Yes, for most purposes. The 2026 amendments to Mexico's General Health Law ban the commercial chain for vapes, from import and manufacture to sale and supply.

Advertising and promotion of vapes is banned too. Earlier rules already banned importing vapes and using them in indoor public places, workplaces and on public transport.

Health authorities can inspect, seize and dispose of vapes. Sanitary permits granted for vape products before the decree were canceled.

Vapes are for adults only. In the US, federal law has banned selling e-cigarettes to anyone under 21 since December 2019.

With a bit of preparation, flying with a vape pen is simple. Here are some tips:

Know Your Airline's Regulations: Mexico bans importing vapes. Leave yours at home, and check the law in any country where you change planes.

Properly Store Your Device: Keep your vape in your carry-on, switched off or locked so the button can't be pressed. Store spare batteries in a case so the terminals can't touch metal.

Don't Vape Onboard: There is no vaping on commercial flights, and you can't charge a vape on board either.
