Flying With A Vape Pen To Ukraine: What You Need To Know Before Your Trip

Contents
Can you bring your vape pen to Ukraine? Here are the flight rules, what we know about local vape laws, and tips for flying safely with a vape pen.

Can You Fly With a Vape Pen To Ukraine?
Vaping in the Air
Ukraine's airspace is closed, but these rules apply on any flight you take toward Ukraine. Your vape must travel in your carry-on bag or on your person.
On any flight, you can't use a vape. Vaping is banned on commercial flights, and the FAA calls it dangerous and a federal offense on US flights.
You also can't charge your vape on board. Some airports have smoking areas where vaping is allowed, but rules vary, so ask staff or follow the signs.
What You Can Bring Along
The TSA allows vapes in carry-on bags, with lithium ion batteries of 100 Wh or less. Spare batteries must also go in your carry-on, with the terminals covered.
Nicotine e-liquid is allowed in the cabin. Bottles must be 3.4 ounces (100 milliliters) or less and go in your quart-sized liquids bag.
Never pack cannabis or THC products.
Allowed In Checked Luggage?
No. Vapes and spare lithium batteries are banned from checked luggage on US flights, because they are a fire risk in the cargo hold.
Airlines outside the US apply similar rules, but check with each airline on your route. If your carry-on is checked at the gate, take your vape and spare batteries out and keep them with you.

Are Vape Pens Illegal in Ukraine?
Flights to Ukraine
You can't currently fly into Ukraine. The UK government's Ukraine travel advice says Ukraine's airspace remains closed.
It also advises against all travel to most of Ukraine, and against all but essential travel to the western regions. Read the latest advice before you plan any trip.
If you fly to a neighboring country and travel on by land, the flight rules above still apply to your vape.
Vaporizing Devices and Laws
No, vapes are legal. The World Health Organization's 2025 tobacco report lists Ukraine among the countries that regulate e-cigarettes rather than ban their sale.
Public Use Regulations
Under Law No. 1978-IX, e-cigarettes are banned where smoking is banned. That includes restaurants and cafes, hotels, workplaces, public transport and taxis, stations, public transport stops, underpasses and playgrounds.
Vaping is also banned in airports, except in designated areas.
Age Restrictions
You must be 18 or older to buy e-cigarettes in Ukraine.
Vapes are for adults only. In the US, federal law bans selling e-cigarettes to anyone under 21.

Tips for Bringing a Vape Pen on a Plane
With a bit of preparation, flying with a vape pen is simple. Here are some tips:
- Research TSA Regulations:
Check the TSA rules before you fly. Airlines can add their own limits, such as how many devices you can carry, so check those too.
Also check the rules for any country where you change planes.
- Keep Your Device Securely Stored: Keep your vape in a case, switched off or locked, so the button can't be pressed in your bag. Store spare batteries in a battery case.
- Know That You Can't Vape Onboard: There are no vaping areas on commercial flights. Wait until you are off the plane and in a place where vaping is allowed.
